Does Your Dubai Business Activity Need an Approval Beyond the Trade Licence?

A proposed business may fit a named activity in Dubai’s licensing system and still need permission from another authority before it can operate. This is especially relevant when the work touches regulated services, public safety, specialised facilities or controlled products. Dubai’s official setup guidance says activities in certain sectors require extra approval steps.

For a founder, the risk is sequencing. If you sign a lease, buy equipment or promise a launch date before checking those approvals, a missing requirement can affect the location, budget or timetable. The right question is not only “Which trade licence do I need?” It is also “What must be approved before this activity can start?”

Define the work in operational terms

Write a short description of what the company will do on day one. Include the product or service, where it will be delivered, who will use it and any physical premises or equipment. A broad label such as “healthcare,” “food trading” or “aviation services” is not enough to identify the exact approval path.

Then separate each revenue line. A company that advises clients, stores goods and sells products may need to assess those functions separately. The activity on a trade licence should correspond to the actual work, and any sector approval should be checked against that same work.

Check the authority before committing to premises

The relevant authority may impose conditions on facilities, professional qualifications, personnel, product registration or operating procedures. These requirements vary by sector and by the precise activity. An office or warehouse that works for one licence category may not be suitable for another.

Before committing to property, request the applicable requirements for the proposed activity and location. Review whether approvals are required before licence issuance, after issuance but before operation, or both. Ask what evidence each authority expects and who will be named on the application. This is especially useful for a foreign business adapting an existing model to Dubai.

Build the approval sequence into the budget

The total setup cost is broader than the licence fee. It may include document attestation, translation, inspections, facility changes, specialist staff and recurring renewals. Some approvals may depend on earlier steps, so the order matters. A realistic setup plan should identify dependencies and put a responsible person against each one.

Create a simple approval register with five columns: proposed activity, responsible authority, required documents, timing and renewal date. Keep it current if the business changes its service or adds a new location. Licence amendments may also be needed when the company expands into another activity.
